For licensed child care centers · 23 states
Does your parent handbook match your state's licensing rules?
Upload it. In about a minute, see the sentences that conflict with your state's rules and the policies that are missing, with the rule, the page, and new wording you can paste in.
- Free checks on request
- Every quote checked word for word
- We don't keep your file
Your state's licensing rules can run to 300 pages.
Rules change. Handbooks often don't.
CareRules reads both, line by line.
So you know what to fix before your next inspection.
An inspector's eye, built on the official rules.
CareRules uses Beam 1.0, an open AI model from Reflection that can read very long documents, on 1.8 million tokens of official licensing rules from 23 states, each downloaded from the state's own site.
It reads the rules that apply.
Beam read each state's entire rulebook to list what a handbook must cover. Then it reads your whole handbook next to the rules that apply to it.
It shows its sources.
Every finding quotes your handbook and the rule. A simple computer check (no AI) then confirms both quotes match the originals word for word. A quote that doesn't match is never shown.
You get the fixes.
A score for each state, the conflicts and missing policies, and new wording you can paste into your handbook, with a link to each rule.
Any center. Any time the handbook changes.

One handbook. Every state reads it differently.
The same sentence can follow one state's rules and break another's. From our sample report on a fictional nonprofit with centers in Texas, North Carolina, and Oregon.
Your handbook comes back marked up.
Every sentence that conflicts with a rule, highlighted, with the rule beside it. This is page 4 of the sample handbook.
Score: how much of what each state requires the handbook covers, minus 5 points for each sentence that conflicts with a rule. This sample has mistakes planted in it on purpose.

One of these breaks a Texas rule. Which one?
It's B. Texas allows up to 18 four-year-olds per caregiver (§746.1601). North Carolina allows 20.
CareRules checks your whole handbook this way, rule by rule. What would yours show?
From finding to fix.
Each finding comes with new wording you can edit and paste in. Your team makes the final call.
Tested before you trust it.
We wrote 8 realistic handbooks, one per state, then planted mistakes in each: sentences that break a rule, and required policies taken out. Then we checked them.
Why every quote is checked: in a separate test on 428 questions about 15 states' rules, Beam answered 99.8% correctly with the rules in front of it, but 1 quote in 5 didn't match the rule word for word. So here, a quote that doesn't match is never shown. The tests, answer keys, and every run.
Use it your way.

Privacy. Your handbook is read in your browser. Only its text and the rules it's checked against go to Beam, an AI model from Reflection, through our checking service and Hugging Face, which doesn't store requests or train on them. We don't keep your file. We keep Beam's answer, which quotes your handbook, for 7 days so a repeat check is free.
Who made this. BackPR, which makes registration and payment software for child care and youth programs. Your report shows on this page; we use your request email only to send your code.
